Vulnerability and Capacity Assessment - Facilitators Training

 

Indian Red Cross Society Tamil Badu Branch organized 5-day Vulnerability and Capacity Assessment (VCA) Facilitators training for the project staff under IPCD supported by Canadian Red Cross between 23rd and 27th Feb 2010 at Tiruvarur.


Vulnerability and capacity assessment (VCA) is a process of participatory investigation tool (developed by IFRC) designed to assess and address major risks affecting communities. VCA is concerned with collecting, analysing and systematising information on a given community’s vulnerability to hazards in a structured and meaningful way.

 

TThe objective of the training was to train the staff as Facilitators - who will have better understanding on the structure, process and key components of a successful VCA, the basic concepts of community work, disaster management, information gathering and carrying out quality analysis – leading to the formulation of Disaster Risk Reduction Plan for communities to monitor current and future risks in communities.

 

 

In order to get a hands-on experience during the training, the participants were divided into four groups and taken to the four disaster prone coastal communities and carried out the VCA exercise. The participants experimented their classroom leanings in the communities by applying selected VCA tools and methods. At the end of the training program the participants submitted their draft reports with recommendations to reduce existing vulnerabilities in those four communities.

 

 

These trained staff members would carry out VCA in 29 villages where IPCD program is being implemented in the near fututure and assist the people to prepare DRR plan to address thier risks by enhancing their knowledge on risks prevalent in their communities and different aspects of disaster management like prevention, mitigation and preparedness. Further VCA aims to promote a culture of safety and resilience among the disaster prone communities especially in the Tsunami hit areas.
