Capacity Building - CRC College IV
Every year, under IPCD program a capacity building workshop is organized to cater the specific capacity building needs of staff team to achieve the project goal and to enable the two partner teams (IRCS & CRC) to join together as one collaborative project team at a conducive venue to develop camaraderie and cohesion in achieving shared project goal.
This year CRC College was organized from 30th May to 2nd Jun 2011 at MGM beach resort, Muttukadu, Chennai. Representatives from IRCS, National Headquarter, Tamilnadu Branch and District Secretaries, project staff form six program districts and CRC India Delegation office participated in the workshop.
The theme of this year CRC College was “integration and sustainability”. During the workshop main focus was given to develop an integrated working approach at all levels and to develop mechanism to sustain the core program activities and its desired impacts. The focus of the sessions was to provide knowledge to project staff in the identified areas, achieve participatory project activity planning for FY 2011-12, develop indicators for core sectoral activities and program integration plan, disseminate monitoring, evaluation & reporting guidelines for the project for the ongoing FY, enable strong team building by providing role clarity, systems and process clarifications, and strengthening capacity of IPCD team to enhance their contributions to the program.
End of the First Phase (mid-term) Evaluation of the Integrated Program for Community Development (IPCD)
The End of the First Phase Evaluation of the IPCD program was carried out in the field between 12th June and 28th June 2011 by an independent third party external consultancy firm “HCA” from Canada engaged by the funding partner (Canadian Red Cross). The agency conducted a detailed study in all project areas and had a meeting with project beneficiaries, all project staff, management team members, government officials and other relevant stakeholders of the project.
The purpose of the evaluation was to gather relevant information to help fine-tune the current program design, to support the sustainability / exit strategy of the Program. In order to meet the program goal, this evaluation aimed to meet the following purposes:
- Measure achievements of the outcomes (e.g., ultimate, intermediate and immediate outcomes) of program interventions in the given period of time
- Identify factors, which have facilitated or hindered the implementation of core areas and strategic directions, including the effectiveness of the various sectors’ implementation strategies and major operational challenges
- Document the articulation and evolution process of the Integrated Program Model applied within the IPCD, to assess status, value added (especially from end-beneficiaries’ perspective) and effectiveness of the integrated approach
- To support the process of developing comprehensive Exit/Sustainability Strategy by (a) understanding status of sustainability of the program on end-beneficiaries and IRCS and gaps, as well as causes of this level of achievement (e.g., mode of implementation); and (b) mapping the expectations of the IRCS, CRCS’ India and Ottawa, and other potential agents to facilitate sustainability of the program; and
- To promote learning and encourage discussions within and between the IRCS and the CRCS as well as other implementing partners and use the evaluation process and findings as capacity building/organizational development exercise by applying a participatory evaluation approach when it is feasible.
The preliminary findings of the project evaluation was shared with the IRCS senior management members on 30th June 2011 in Tamilnadu Branch. The Head of Delegation, CRCS, India project office, CRCS, IPCD Technical team members, District Secretaries and District Coordinators were also present during the presentation.
